Updated submodules to latest available versions

* Documentation improvements

There are no code changes in this release.
This just fixes things so the latest release has the highest number.
For reasons too complicated to explain, v0.17.6 was earlier on the git timeline than v0.17.5

* Fixes a crash when setting an empty will message payload
* Fixes a decode error when receiving an mqtt message with an empty payload

Release/tag seems to be getting updated properly but a followup update version action is triggered (due to re-creating the release) and that failed rather than do nothing.  To avoid confusion let's try and fix that even though it doesn't affect anything.
